It's intended to differentiate between a net that covers a metropolitan area vs. a larger area such as a state or multi-state region. 
Answering 'yes' allows the user to enter a state, county, and city. This will allow users to search for nets by city/county/state. 
A description is definitely warranted, but may also rethink this presentation overall.
